Description
The ICTSD Latin American
Policy Dialogue was convened in Santiago, Chile, from 8-10 November 1999
and hosted by the UN Commission for Latin America and the Caribbean (ECLAC).
It was the first of a series of three regional policy dialogues for Latin
America, Asia and Africa that are being convened by ICTSD under the aegis
of the UNCTAD/UNDP Programme on Globalisation, Liberalisation and Sustainable
Human Development (SHD).
The
objective of the Santiago Dialogue was to provide region-specific inputs
to UNCTAD X's task of crafting new policy approaches and helping Latin
American countries manage their insertion in the globalisation process
in a way that supports SHD objectives. The meeting brought together a
selected group of leaders from academia, NGOs, the private sector, and
governments as well as representatives from UNCTAD, UNDP and ECLAC.
Notes
for discussion intended to address the relationships between globalisation,
liberalisation and SHD were commissioned on the following subjects: (i)
how to manage uncertainty and risks from globalisation; (ii) an examination
of public policy choices towards environmental risk in credit operations
and risks in public debt management; (iii) the contribution of health
investments to the productivity of labour assets and savings; and, (iv)
an assessment of trade, environment, and sustainable human development
in the context of globalisation. These and other notes for discussion
were used by moderators to initiate dialogue on the different agenda items
during two full days before finally drafting recommendations:
