In both agricultural exporting and importing countries, policies that affect farm trade can have impacts on producers and consumers at home as well as in other world regions, with consequences for the ability of governments to ensure food security and foster rural development for their citizens.

New trends in global markets, new policy developments and new forms of economic integration are likely to have implications for the way in which an eventual Doha Round deal will affect the balance of risks and opportunities for different types of economic actors within and also between countries and negotiating groups.

This informal dialogue provided an opportunity for negotiators and other policy actors to explore possible options for promoting food security and rural development on the road to the Nairobi Ministerial Conference and beyond, by building on recent ICTSD work on national policy trajectories in agricultural exporting and importing countries.
