Fleur Claessens is Programme Officer Intellectual Property and Sustainable Development at the International Centre for Trade and Sustainable Development (ICTSD) in Geneva, Switzerland. She is a PhD candidate in intellectual property policy and development issues at the University of Maastricht, the Netherlands and studied European law and languages (University of Maastricht and University of Uppsala, Sweden), and holds an LL.M in intellectual property rights (Queen Mary, University of London) She previously worked for the European Institute of Public Administration (EIPA), the Institute of Infonomics and as a junior researcher at the University of Maastricht.

O objetivo da última reunião realizada pelos Membros da Organização Mundial de Propriedade Intelectual (OMPI) foi colocar o desenvolvimento no centro das negociações. A terceira reunião do Comitê Provisório sobre Propostas relativas a um Programa da OMPI para o Desenvolvimento (PCDA, sigla em inglês) foi relativamente mais calmo que as anteriores, quando os Membros se encontravam divididos tanto em relação a questões materiais quanto a questões processuais.
