Welber Oliveira Barral has been the Foreign Trade Secretary at Brazil’s Ministry of Development, Industry and Foreign Trade since October of 2007. Dr. Barral earned his Law degree from the State University of Monte Claros (MG) in 1990. He received his Master in International Relations from the Federal University of Santa Catarina in 1983. Dr. Barral worked on his Ph.D in International Law at the University of São Paulo in 1999, and pursued post-Ph.D studies at Georgetown University in 2004. From 1994 to 1995, Dr. Barral served as a federal prosecutor in Florianopolis (SC). Since 1995, he has worked as a Professor of International Trade Law at the University of Santa Catarina. In addition, Dr. Barral has been a visiting Professor at several Universities, such as American University (United States), Universidad de Valencia (Spain), Universidad de Buenos Aires (Argentina) and Vytautas Magnus University School of Law (Lithuania). Dr. Barral is one of the most important scholars in the area of trade in Latin America and a member of the Permanent Mercosur Review Court. In 2002, he received the Moinho Santista Youth Award in International Relations, as well as a special award from the Argentine Ministry of the Economy. In his 20 plus-year career, Dr. Barral has published 23 books, among them Dumping and International Trade, Brazil and the WTO, Brazil and Protectionism, Multilateral Trade Negotiations, Arbitration and their Myths, as well as multiple articles and other publications.
