This discussion will seek to examine how the global landscape for food aid has evolved since the draft Doha modalities were tabled in 2008, looking in particular at the challenges facing LDCs, SVEs and other low-income, food-deficit countries. Speakers will review the relevance of the draft text in the post-Bali context, taking into consideration the impact of higher and more volatile prices on global markets, food stocks and food assistance needs, and will also review how the procurement and provision of food aid is affected by policy responses to these trends, such as the imposition of export restrictions on food.

Participants will also examine the relationships between the proposed modalities at the WTO and policy initiatives in other fora, such as the Food Assistance Convention and the G-20. Speakers will include Edward Clay, Senior Research Associate at the Overseas Development Institute; Issa Sanogo, Head of the Economic and Market Analysis Unit at the World Food Programme; and George Rapsomanikis, Senior Economist at the UN Food and Agriculture Organisation.
