International Cooperation Under Article 6 of the Paris Agreement: Reflections Before SB 44

Article 6 (cooperative approaches) of the Paris Agreement can be considered a major success, and a minor miracle, by those who believe that international cooperation can play an important role under the new climate regime. During the discussions leading to the Paris climate talks, as well as during negotiations at the UNFCCC COP 21, the very presence of Article 6 was unexpected.  This paper highlights issues associated with Article 6 that have emerged from the discussions since the adoption of the Paris Agreement in December 2015, and that will need to be considered before the article becomes operational. Broadly, this paper discusses provisions in Article 6 that may require clarification, and their implications, as well as Article 6 linkages to other parts of the Paris Agreement.
