China is increasingly concerned with protecting its outward foreign direct investment (FDI), facilitating the operations of its firms investing abroad, and creating a strong universal international investment law and policy regime. This paper reviews briefly the emergence of China as an outward investor. It continues with an analysis of some policy matters related to the rise of FDI from emerging markets. A brief discussion of issues central to the future of the international investment law and policy regime follows, before commenting on several outcomes that were achieved—or initiated—under China’s G20 leadership.
The paper is an adaptation and translation of China, the G20 and the International Investment Regime by Karl P. Sauvant, published in Andrea Goldstein and Alessia Amighini, eds., Towards the 2016 G20: Global Analyses and Challenges for the Chinese Presidency, special issue of China and the World Economy.
