中国,G20 和未来多边投资协定的基础

中国日益关切保护其对外直接投资,促进其海外投资的顺利运作,并创造具有较强通用性的国际 投资法律和政策制度。本文简要回顾了中国崛起成为对外投资国,分析了一些与新兴市场对外直接投 资增长的相关政策问题。文章随后简要地讨论了未来国际投资法和政策制度的核心问题,并评述了二 十国集团(G20)在中国担任主席国期间达成(或者说倡导)的若干成果。 

 

China is increasingly concerned with protecting its outward foreign direct investment (FDI), facilitating the operations of its firms investing abroad, and creating a strong universal international investment law and policy regime. This paper reviews briefly the emergence of China as an outward investor. It continues with an analysis of some policy matters related to the rise of FDI from emerging markets. A brief discussion of issues central to the future of the international investment law and policy regime follows, before commenting on several outcomes that were achieved—or initiated—under China’s G20 leadership.
